Under the Multi-Sector General Permit, covered industrial facilities must conduct quarterly routine inspections, annual comprehensive site inspections, and annual staff training β all documented, all tied to your SWPPP, and all subject to review during regulatory audits. Quarterly Routine vs. Annual Comprehensive
The MSGP requires two distinct types of inspections. Each has a different scope, frequency, and purpose β and both must be documented and retained with the SWPPP.
Quarterly Routine Facility Inspection
Conducted at least once each calendar quarter, the routine inspection is an operational walkthrough of the entire facility β focused on current site conditions, BMP effectiveness, and identifying maintenance needs before they become violations.

The Annual Health Check of Your Entire Stormwater Program
The annual comprehensive inspection goes beyond site conditions β it evaluates the effectiveness of your entire stormwater management program, the accuracy of your SWPPP, and whether your BMPs and procedures remain adequate.
Full SWPPP Review
The entire SWPPP is reviewed for accuracy β confirming all industrial activities, operational areas, and stormwater controls are reflected in the current plan.
BMP Adequacy Assessment
Existing BMPs are evaluated not just for condition but for whether they remain the right controls for current site operations and discharge conditions.
Outfall & Drainage Review
All outfalls and drainage pathways are inspected and cross-referenced against site maps β updated if drainage or operations have changed since the last annual inspection.
Structural Control Inspection
Structural controls β detention areas, oil/water separators, and treatment devices β receive detailed inspection beyond the quarterly walkthrough.
Monitoring Data Review

Spill Response Review
Spill response procedures, emergency contacts, and response materials are reviewed and verified β confirming the facility is prepared to respond effectively.
Program Improvement Recommendations
Recurring deficiencies, monitoring trends, and operational changes are evaluated to identify improvements to pollution prevention practices and SWPPP updates.
Annual Stormwater Training β A Separate MSGP Requirement
The MSGP requires facilities to provide annual stormwater training for all employees whose work can affect stormwater quality. Training must occur at least annually and whenever new employees assume relevant responsibilities or significant operational changes occur.
Who Must Be Trained
All Employees responsible for material handling, equipment operation, vehicle fueling, spill response, waste management, facility outside housekeeping, stormwater inspections, and supervisors overseeing any industrial operation of the facilities stormwater program.
What Training Must Cover
MSGP requirements, facility SWPPP responsibilities, good housekeeping, spill prevention and response, proper material storage, waste management, BMP inspection procedures, illicit discharge identification, sampling if applicable, and the corrective action process.
Training Documentation Required
Training date, topics covered, instructor name, names of attendees, training materials or agenda, and sign-in sheets or electronic attendance records β retained with the SWPPP and available during any regulatory inspection or audit.

What Every Inspection Record Must Include
Both quarterly and annual inspections require complete documentation retained with the SWPPP and available during any regulatory inspection. Documentation is where compliance is proven β an inspection that was conducted but not documented is, from a regulatory standpoint, an inspection that never happened.
Date, time & weather conditions
Every inspection record must document the exact date and time of the inspection and the weather conditions present β including whether recent rainfall may have affected site conditions or BMP performance.
Inspector name(s) & qualifications
The names of all inspectors who participated must be documented, along with any required qualifications or certifications required under the applicable permit sector for the type of inspection conducted.
Areas inspected & observations
Each area of the facility inspected must be documented with specific observations β both conditions that are satisfactory and any deficiencies identified during the walkthrough.
Deficiencies, corrective actions & deadlines
Every deficiency must be documented with a description of the specific problem, the corrective action required, the person responsible for completing the correction, and the target completion date.
