SWPPP Management, Updates & Compliance
A Stormwater Pollution Prevention Plan is only as effective as the effort put into maintaining it. Florida's Construction Generic Permit requires more than a completed document β it demands active, ongoing management throughout every phase of construction. Timelines must be updated as work progresses, BMPs must be confirmed and added as they appear on site, subcontractor certifications must be collected, and inspection reports must be filed accurately and on time. When any of these elements fall behind, compliance gaps emerge β and those gaps can trigger regulatory fines, stop-work orders, and project delays. KCI takes full ownership of this process, ensuring your SWPPP reflects actual site conditions at all times, is organized and ready for any regulatory inspection, and delivers the thorough, defensible documentation your project depends on.
SWPPP
Management
& Compliance
A Stormwater Pollution Prevention Plan is not a one-time document β it is a living compliance record that must be actively maintained throughout every phase of construction. KCI ensures your SWPPP stays current, accurate, and defensible at all times.
A SWPPP Is Only as Strong as Its Maintenance
Florida's CGP requires active, consistent, and thoroughly documented management from groundbreaking to stabilization β not a plan sitting on a shelf.
It's a Living Document
The SWPPP must be updated as site conditions, contractors, and BMPs change. A static and active plan that doesn't reflect reality is a compliance liability. SWPPPs must be maintained
Inspections Are Time-Sensitive
Florida's CGP requires inspections every 7 days and within 24 hours of any storm producing 0.50 inches or more β including weekends and holidays.
Gaps Create Violations
Missing certifications, outdated BMP maps, or blank timelines are not minor oversights β they are compliance failures that trigger fines and stop-work orders.
Regulators Inspect Without Notice
FDEP and county inspectors can visit at any time. KCI keeps your SWPPP organized and ready for review β not scrambled together after a call.
"Our work must be thorough, correct, and defensible at all times. A blank timeline suggests the SWPPP is not being adequately maintained. An actively marked-up plan proves real-time compliance."
KCI Environmental Consulting β Internal SWPPP StandardsStudy the Documents
Review the full SWPPP before every visit and before starting the inspection. For existing projects, read past updates and reports to fully understand site history before arriving.
Sync SWPPP with the Site
Always confirm the plan matches field conditions. Outdated BMPs, grading changes, or new discharge points must be updated in the SWPPP immediately.
Ask Questions on Site
Don't just fill in the inspection forms with complacency. Talk with the site contact and understand current and upcoming phases before making any compliance decisions.
Deliver Value Through Discipline
Thorough SWPPP management protects clients from violations and project delays. Inconsistent work creates liability β for them and for KCI.
11 Sections. Every One Actively Managed.
KCI develops, maintains, and updates every section throughout the life of your project β ensuring each component reflects current site conditions and satisfies Florida CGP requirements.
Core Project Information & Signatures
Owner certifications, delegation letters, and subcontractor certifications. Updated as new subcontractors are added throughout the project.
The Stormwater Team
Lists all responsible parties and stakeholders β KCI as inspector, site contractor, current and planed BMP installation, stabilization, and sanitary and solid waste vendors.
Construction Site Sequence
Describes all site activities and construction phases. Timelines are living records and should be updated as work actually happens β not just as originally planned.
Structural & Non-Structural BMPs
BMP checkboxes by phase confirmed and updated as work occurs. Unlisted BMPs are added so the plan tells the full compliance story.
Pollutant-Generating Activities
Identifies all activities that can generate pollutants. Must match reality β demolition, dewatering, and crushing require prompt updates.
The BMP Glossary
identify every possible Standard BMP definitions in every KCI SWPPP. Site-specific BMPs not in the standard list are added with manufacturer specs by KCI.
Inspection & Maintenance Obligations
Defines 7-day and post-storm inspection requirements. Deficiencies must be corrected promptly.
Inspector Certifications
All inspectors who may participate in inspections must be listed with FSESCI certification copies. Missing certs trigger fines, delays, and stop-work orders from FDEP.
The BMP Site Map
Update BMP MAP during every routine inspection. KCI walks the site actively using the map for guidance, marks changes in real time, and initials and dates every single visit.
Inspection Reports & Rainfall Logs
Filed immediately after every visit. Rainfall logs track the last 7 days from a verified source β KCI internal policy for all projects.
SWPPP Amendments
Tracks all permit coverage changes such as; acreage, operators, discharge points, and drainage rerouting β with dates and signaturesof all persons involved.
What Triggers a SWPPP Update
The SWPPP must be updated promptly whenever site conditions, personnel, BMPs, or regulatory circumstances change. KCI identifies and acts on these triggers at every inspection.
Changes to site work
New grading, drainage rerouting, or expanded disturbance areas must be reflected in the SWPPP when discoverd during inspectons, and updated immediately.
BMPs not working as designed
When a BMP fails, the SWPPP must document the issue, corrective action taken, and any replacement controls installed.
New operators or contractors
Every new subcontractor must be added to the stormwater team with a signed subcontractor certification on file.
Site or BMP map updates
New, moved, or removed BMPs and changed outfalls require an updated, signed, and dated BMP map kept on-site.
Reportable spills or releases
Spill impacting stormwater quality must be documented with response actions.
New or changed outfalls
Changes to discharge points or receiving water bodies may require formal notification to FDEP depending on scope.
KCI's Role in Every Inspection & Update
KCI's value is in ensuring the SWPPP proactively reflects site conditions and is always ready for regulatory review β not just inspection forms completed on schedule.
Coordinate missing signatures
Identify unsigned documents and coordinate collection of owner certifications, delegation letters, and subcontractor certifications.
Document the stormwater team
Add contractors and vendors as they arrive β capturing company names from equipment or asking site contacts directly.
Update timelines in real time
Cross out TBDs and enter actual dates for phase starts, milestones, and BMP installation and removal at every inspection.
Confirm and add BMPs as they appear
Verify BMP checkboxes match site reality. Question the site team if activities don't match what's documented in Section 4.
Sync Section 5 with site activities
Walk the site with the SWPPP open to Section 5. Note discrepancies immediately and cross-reference BMP maps and timelines.
Keep the BMP site map current
Mark changes on-site during every inspection. Initial and date every visit β even during holidays when conditions are unchanged.
Complete inspection reports & logs
File reports immediately after every visit. Update rainfall logs with the last 7 days of data from a verified source.
Log all SWPPP amendments
Track design, operational, and performance-driven updates in Section 11 with proper dates, signatures, and context.
