EzDMR Explained
FDEP adopted the EPA's Electronic Reporting Rule in 2016, requiring every facility covered by the Multi-Sector Generic Permit (MSGP) to submit Discharge Monitoring Reports electronically through FDEP's EzDMR system. Here's how the roles, templates, and submission process actually work — and how KCI can manage it for you.
The Three EzDMR Access Roles
Every EzDMR user must first register for an account in the FDEP Business Portal, then establish an Access Role for each facility. A single user account can hold multiple roles — but each role carries different responsibilities and limits.
DAR — Duly Authorized Representative
FDEP must approve all DAR role requests. A DAR's sole duty is to approve, deny, ban, and revoke Preparers and Certifiers.
- Cannot enter data or submit reports
- Must be a Responsible Corporate Officer (RCO) per 62-620.305 F.A.C.
- An RCO may delegate an Authorized Representative to act as DAR via written notification to FDEP
Certifier
Certifiers hold the highest data-facing authority — they're the only role that can finalize and submit a DMR to FDEP.
- Can enter, edit, and submit data
- Must obtain a PIN before certifying (signing) a submission
- Finalizes the Annual Completion step to submit
Preparer
Preparers handle the day-to-day data entry work but cannot push a report across the finish line.
- Can enter and edit data only
- Cannot certify or submit reports
- Work is passed to a Certifier for final submission
Requesting an Access Role
Access roles are requested per facility and stay pending until your facility's DAR approves them. Here's the sequence.
Register in the FDEP Business Portal
All EzDMR users must first create an account in the FDEP Business Portal before requesting any role.
Open Request Access Role
Expand (+) EzDMR Access under the Main Menu and select Request Access Role.
Select your role(s)
Choose the appropriate role or roles for your user account — DAR, Certifier, and/or Preparer.
Identify the facility
Use the Search feature and the unique Facility ID (e.g. FLR05A000) to find the facility your role applies to.
Check "Request Role?" & submit
Select the checkbox for each facility you're requesting access to, then submit the request.
Wait for DAR approval
The request stays pending until your facility's DAR approves it. Repeat the process for additional roles or users.
Generating, Completing & Certifying Your DMR
Once access is approved, the workflow moves from template generation to data entry to final certification and submission.
Add New Storm Event
Expand (+) Reports (Stormwater) under Main Menu and select Add New Storm Event. Enter the appropriate criteria and select Generate Template to begin building your DMR.
Preparers Complete the Template
Preparers (or Certifiers) enter and edit data directly in the generated template. Guidance is available in EzDMR's built-in Help Tabs, or from EzDMR Support directly.
Upload Attachments
Use the Upload Attachments function to include any necessary supporting documentation alongside your submission.
Sign With a PIN
"Certify" is the electronic equivalent of signing the document. To certify data, the Certifier must first obtain a PIN — and data must be entered for all four quarters before submission is possible.
Annual Completion
Navigate to Reports (Stormwater) → Analytical Reports Summary → select your facility's Reports Summary, then choose Annual Completion to certify and submit to FDEP.
DMR Submission Timing Under the MSGP
MSGP coverage runs on a five-year term, but not every year requires the same reporting. FDEP splits monitoring into three types, each on its own schedule and its own submission rule.
Quarterly Visual Examination
Required for all sectors except Sector S. Conducted at least once per calendar quarter, every year of the permit term.
- No lab sample required
- Results are not submitted to FDEP
- Kept on file with the SWPPP only
Analytical (Benchmark) Monitoring
Applies to sectors with a high potential to discharge pollutants of concern. A water sample is collected each quarter during Years 2 and 4 of the five-year permit term.
- The four quarterly results are averaged
- Submitted to FDEP as the Analytical Monitoring Report
- Filed electronically through EzDMR
Compliance Monitoring
Applies only to the small number of sectors with numeric effluent limitations. Demonstrates the facility is meeting those limits.
- Same quarterly sampling cadence
- Results are submitted to FDEP
- Runs alongside benchmark monitoring where applicable

Four Things You Need in Place
Missing any one of these will stop a DMR from being submittable — worth checking before your deadline, not after.
FDEP Business Portal account
Required before any Access Role can be requested — this is the gateway account for the entire EzDMR system.
An approved Access Role
DAR, Certifier, or Preparer — approved per facility by your DAR. Pending requests can't touch data.
All four quarters of data entered
DMRs can only be submitted once data has been input for all four quarters — partial-year data won't unlock submission.
A Certifier PIN
Certifying is equivalent to an electronic signature — the Certifier must have obtained a PIN before final submission.

On the Horizon: PFAS Monitoring
EPA's proposed 2026 MSGP — the federal permit Florida's own MSGP has historically been modeled on — introduces quarterly PFAS indicator monitoring. It isn't a Florida requirement today, but it's worth watching.
Quarterly PFAS Indicator Monitoring
23 of the 29 industrial sectors would test for 40 individual PFAS compounds each quarter, using EPA Method 1633, for the full five-year term of the new permit.
- Includes PFOA, PFOS, PFHxS, PFNA, PFBS & GenX
- "Report-only" — no benchmark or corrective action yet
- Meant to build a nationwide baseline dataset
Direct-EPA States Only — For Now
The proposed 2026 MSGP directly governs only the states where EPA is the permitting authority — currently Massachusetts, New Hampshire, and New Mexico.
- Florida runs its own state-issued MSGP via FDEP
- No PFAS monitoring requirement in Florida's MSGP today
- Still a proposed rule — not yet finalized by EPA
States Tend to Follow EPA's Model
Florida's current MSGP was itself adopted by reference from an earlier federal permit. Once the 2026 MSGP is finalized, similar PFAS provisions could eventually work their way into Florida's version.
- Worth building into forward planning, not urgent action
- Lab capacity for Method 1633 isn't universal
