Stormwater Management – Managing the Timeline

For a construction project, stormwater management is the process or plan for reducing or eliminating stormwater runoff creating erosion and sediment from departing a construction site. 

Site operators who are assigned to manage the stormwater management plan play a crucial role in achieving quality outcomes for construction projects. Site operators also need to recognize there is a degree of uncertainty, such as weather, associated with stormwater management which will impact the planning daily.

It is critically important to stay close to the Florida Construction Generic Permit (CGP) requirements to ensure a productive construction process flow.  It is up to the stormwater management team to manage the plan to remain current on key actions reducing obstacles and delays.

The site operator has operational control over construction plans and specifications, including the ability to make modifications. Secondly, the operator has day-to-day operational control of those activities at a project that are necessary to ensure compliance with the permit conditions. Reflecting on our previous discussions, a site operator may rely many times on an authorized stormwater inspector to play a critical role in helping them ensure that all erosion control measures have been implemented properly and are functionally stable.

An effective stormwater inspector is the first person to determine if the performance standards and intent of the erosion and sediment control regulations are being met.  Secondly, A well thought out and defined site map will help provide clarity to the planned construction activities and stormwater practices that will be required during each phase of a construction project. 

Finally, when construction activities have been eliminated and all stormwater discharges associated with activities are no longer occurring, you are required as the operator to file a Notice of Termination (NOT). This should only be performed when disturbed soil at the construction site has been finally stabilized per the permit requirements and temporary erosion and sediment control measures have been removed.
