During a construction project, stormwater can rain havoc on the site. The National Pollutant Discharge Elimination System (NPDES) stormwater program requires a construction site to obtain a permit for stormwater discharges from construction activities.
During the life of a construction project, there are many tasks taking place such as clearing and preparing the site, constructing temporary structures, material storage, concrete mixers, and painting. When it rains, all these activities are exposed to stormwater that eventually will runoff the site. As this stormwater flows, it can pick up many contaminants and pollutants that could potentially deposit physically off the site or down a storm drain and eventually end up into local waterbodies. The site operators’ primary goal regarding stormwater compliance is to ensure this does not happen by placing proper stormwater controls in place.
The Florida NPDES Construction General Permit (CGP) explains what is acceptable to be discharged. Prior to any construction activity a Stormwater Pollution Prevention Plan (SWPPP), will describe the appropriate pollution prevention procedures the site operator will follow to ensure zero violations of water quality standards.
It is best to check out the CGP permit. Below is a sample list of items that are prohibited to discharge by the (CGP):
• Wastewater from concrete washout
• Wastewater from washout or clean out of stucco, paint, form release oils, curing compounds, and other construction materials
• Fuels, oils, or other pollutants from vehicle and equipment operation and maintenance.
• Soaps, detergents, solvents, or other cleaners.
• Hazardous substances or oil resulting from an on-site spill.
• Solid materials, including building materials.
• Any other non-stormwater discharge not specifically allowed by Part 3.2 of the CGP.
