The Florida National Pollutant Discharge Elimination System (NPDES) requires that thirty industrial sectors file a permit with the Department of Environmental Protection. Once this permit has been obtained, regular monitoring and reporting needs to be performed at the site all year round. This monitoring checks to make sure that all sites that can be exposed to stormwater are sufficiently protected from becoming a source of pollution outside of the area of industrial activity. In order to be covered by the permit, sites also need to keep a Stormwater Pollution Prevention Plan (SWPPP) book on site. This plan has a complete record of every aspect of the permit and is continuously updated throughout the facility’s lifetime.

An industrial facility was operating with an applicable Multi-Sector Generic Permit and was visited by FDEP. During the inspection, it was found that the facility was not fully educated on all of the requirements and were found to be out of compliance. The facility was confused since they have been operating for over 10 years and had never had an issue before.
Under the Florida Multi-Sector Generic Permit, it is a requirement to have a facility specific stormwater pollution prevention plan (SWPPP), complete quarterly facility inspections, quarterly visual monitoring reports of stormwater discharge, annual facility inspections that review your SWPPP and employee training, and submit applicable Discharge Monitoring Reports. The facility did not have a SWPPP, were not implementing effective BMPs, completing quarterly visual monitoring inspections, and submitting the required analytical monitoring results for their sector. KCI was able to respond quickly to create a SWPPP and complete their Annual Comprehensive Site Compliance Evaluation. We responded to FDEP on the client’s behalf and worked together to get the facility in compliance.
