Non-Structural BMP Series

To maintain a strong stormwater compliance and management program, construction sites use tools and processes called Best Management Practices (BMPs) to ensure local waterways stay clean. When you approach an active construction site, you will notice many things in place to manage stormwater runoff from carrying sediment and contaminants from departing the site.

Silt fence, gravel entrances, concrete washouts, and inlet protections should be strategically placed and installed to physically stop erosion and contaminant runoff at a construction site. These types of processes are considered structural BMPs to ensure erosion and contamination is minimized from departing from a construction site and encroaching into local waterways.

There are other approaches equally important called non-structural BMPs. These can be effective in managing stormwater and preventing pollution because they focus on techniques and practices that do not involve the construction of physical structures. Different types of regulatory processes, maintenance schedules, inspections, and education activities can be critically effective in supporting and maintaining a strong stormwater manager program. In these cases, there is no fixed structural component or device to these types of BMPs, and in most cases are focused on changing behavior through actions.

Non-structural BMPs can be very valuable and have great benefits. Some of these benefits can include reduced cost and broader awareness of environmental consciousness among workers.  They are often more cost-effective than structural BMPs. Additionally, these practices often enhance a construction site’s ability to comply with local, state, or federal regulations related to stormwater management and water quality.
