Industrial Stormwater Compliance Recordkeeping

Recordkeeping is just good housekeeping.  Recordkeeping is preserving saved documentation that will assist industrial clients in maintaining compliance with the Florida’s Multi-Sector Generic Permit (MSGP).  You need good records to always be prepared.  Good recordkeeping is key for successfully implementing your stormwater compliance and management plan.  At any given time, having readily available, accurate, and detailed records of the day-to-day transactions associated to the MSGP permit will provide you ease of mind when there is a time of need.

Recordkeeping is an instrumental step in maintaining compliance.  It can assist in tracking your facilities timeline of activities and processes completed.  In doing so, this effort will strongly indicate and verify your foundational efforts, and commitment to ensure compliance.

The Multi-Sector Generic Permit (MSGP) document for stormwater discharges associated with Industrial Activity is hundreds of pages.  As you may expect, the permit documentation ranges from many topics such as coverage type, authorizations, exclusions, water quality limitations, visual and quarterly monitoring, protecting endangered species, inspections, compliance expectations, and of course, reporting and recordkeeping.

Reviewing the MSGP for the first time can be quite daunting.  As any major state or federal program, you can imagine how thorough and detailed the permit outline can be described and documented.  The MSGP provides a section that makes the permit outline quite manageable.  Section 8 describes the 30 sectors specific requirements for industrial activity and breaks each one into their unique requirements for compliance. Within each of the 30 industrial sectors, there may be unique expectations for tracking and maintaining records and information.  However, there are common reports and records that will apply to all.

An industrial facilities stormwater pollution prevention plan (SWPPP) is the contingency plan that will be the basis to help identify all required documentation and recordkeeping.

Your facility’s SWPPP must be completed before submitting your NOI for permit coverage. The SWPPP provides details associated with the type, location, design, and installation of control measures to meet the permit’s effluent limits.

  • NOI submitted to FDEP, and acknowledgment received assigning your NPDES ID
  • All inspection reports, including the Routine Facility Inspection, Quarterly Visual Assessment-QVM, and QMR
  • Applicable benchmark data and analysis reports
  • Deviations from the schedule for visual assessments and/or monitoring
  • Corrective action documentation
  • Supporting documentation pollutants of concern are not expected to be present
  • Preventive maintenance logs
  • Logs of spills and leaks
  • Training and education materials
  • Documentation to support claims the facility has changed its status from active to inactive
