Execute an Inspection Plan

Construction site operators must comply with the federal National Pollutant Discharge Elimination (NPDES) stormwater regulations, which are implemented by the state of Florida Department of Environmental Protection (FCGP)

These regulations include developing a stormwater pollution prevention plan (SWPPP), implementing erosion and sediment control best management practices (BMPs), and good housekeeping management.

Construction site stormwater regulations typically apply to sites that are one acre or larger. Adequate BMP performance requires not only proper installation but also regular maintenance. Maintenance needs are best determined by a quality executed inspection plan.

A stormwater inspector’s primary role is to arrive on a construction site, obtain the SWPPP and then begin to ensure that all erosion control measures and BMPs have been implemented properly. An effective stormwater inspector and consultant is the first person to determine if the performance standards and intent of the erosion and sediment control rules and procedures are being met.

This role requires rigorous training, field expertise, and understanding the unique responsibilities of performing a qualified stormwater inspection of a construction site.

KCI can assist in conducting weekly NPDES inspections and after a 0.5″ inch of rainfall by a qualified inspector. NPDES inspections are required on construction job sites in Florida every 7 days and 24 hours after a 0.5″ of rainfall. These can be brought down to monthly based on site activity. All of these inspections must identify areas that need maintenance to ensure compliance with the permit.

Consistent and timely inspections are a cornerstone for compliance and pollution prevention, particularly in the construction industry where pollution risks can be high. A well-structured inspection plan not only helps in identifying potential issues early but also reinforces a proactive stance in regulatory adherence. Ensuring thorough documentation, setting regular inspection intervals, and training teams on what to look for can create a strong compliance culture.
